This appears to be a hanging garment with a horizontal wooden rod through the sleeves, suspending it in the air. The sleeves have a checkered pattern in black and white, while the central part appears to be woven tan fibers, with thin vertical and horizontal lines of fringe interwoven with fluorescent green accents. Beneath this seems to be a vibrant multicolored design, further accentuated by black and white strips of cloth or ribbon hanging down from each side of the middle section.
